Zilla Praja Parishad Kadapa

 

The Commissioner Panchayat Raj is the Head of the Department for the three tier Panchayat Raj Institutions and is the Government's agent for implementing the A. P. P. R. Act, 1994. The Lowest tier of Panchayat Raj Institutions at the Village level is the Gram Panchayat, the middle tiers the Mandal Parishad and the Highest tier at the District level is the Zilla Parishad

Heartily welcome to the ZIlla Praja Parishad, Kadapa which was formed in the year of 1919 as District Board and in the 1980s around changed the name as Zilla Praja Parishad. In District Board the leader is the President, District Board and now the Chairperson, ZIlla Praja Parishad.

And from 1980s the ZIlla Praja Parishad was run towards the development side by allocating funds to the Gram Panchayats, Mandal Praja Parishads to make huge developments in the Villages viz., making roads to improve the transportation facilities in the villages, drinking water facilities, Pensions to weaker sections etc.,

Functions of the Zilla Parishad :-
1. Examine and approve the budgets of Mandal Parishads in the District.
2. Distribute the funds allotted to the District by the Central of state Government among the Mandal Parishads.
3. Co-ordinate and consolidate the plans prepared in respect of the Mandals in the district and prepare plans in respect of the entire district.
4. Supervise generally the activities of the Mandal Parishad.
5. Collect such data as it deems necessary.
6. Lay down the duties of all officers and servants of, or holding office under Zilla parishad provisions of APPR Act. vest in the chief executive officer
Administration of Zilla Parishads:-
Constitution and composition of Zilla Parishads
A Zilla Parishad is constituted by the Government for a District. A Zilla Parishad is composed of Following members:
1. Zilla Parishad territorial constituency members.
2. Members of the Legislative Assembly having jurisdiction in the District.
3. Members of the House of people having jurisdiction in the District.
4. Members of the Council of States who are registered voters in the District.
5. Two persons belonging to minorities who are to be co-opted. Elections to Zilla parishad territorial constituency (ZPTC) members are conducted directly, whereas, the chairperson is elected from among the members of Z. P. T. C. The members are elected for a term of five years on political party basis. The Mandal Parishad presidents are permanent invitees to the Zilla Parishad meetings.
To assist Commissioner, Panchayat Raj and Rural Employment, as also the District Collectors there are departmental Officers, viz. District Panchayat officer at District level. Divisional Panchayat Officer at Divisional level and the Extension Officer (PR&RD) at the Mandal level. The said Officers assist Commissioner, Panchayat Raj only with regard to the administration of Gram Panchayats. Whereas, for the other two tiers, i. e. , Mandal Parishads and Zilla Parishads, Officers of Panchayat Raj Department Function as Executive Authorities viz. Mandal Parishad Development Officers and Chief Executive Officers.
At the village level, there will be Gram Panchayats. They are administered by the Executive Authorities. There will be a Panchayat Secretary per each village to look after the developmental works. Which is now changed to cluster system and  Panchayat Secretaries will be responsible cluster wise.

The chief executive officer is entitled to
i) attend the meeting of the Zilla parishad or any of its standing committees.
ii) Call for any information, return, statement of account or report from any officer or servant or holding office under the Zilla parishad or a Mandal parishad.
a. Exercises supervision and control over he acts of the officers and servants holding office under the Sill Parotid or the institutions thereunder in matters of administration and those relating to accounts and records of the Zilla Parishad or the institutions thereunder.
b. Have the custody of all papers and documents connected with the proceedings of the Zilla Parishad and of its standing committees.
c. Supervise and control the execution of all activities of the Zilla parishad.
d. Take necessary measures for the speedy execution of all works and development schemes of the zilla parishad.

The Chief Executive Officer is required to supervise the working of 50 Mandals in Y.S.R.Kadapa District.
At the state level the Head of the Office is the Commissioner, Panchayat Raj and Rural Employment.
At the District level, there will be Zilla Parishads. It is the apex body at the District level as far as developmental works are concerned. It has several wings such as General Administration, Engineering, Education, Accounts etc.
At the intermediate level, i. e. , Mandal level there will be Mandal Parishad. The Mandal Parishad Development Officers are not only the Executive Authorities for the Mandal Parishads, but are also the Executive Agencies for various other Departments / Organisations which do not have executive agencies of their own.

1)   SC and ST allocation i.e., 16.2% and 6.6% must be in the plans.

2)   Balance of incomplete works under taken during the last year at 1st priority and then new works.

3)   Construction of SC/ ST/ BC Hostel buildings with preference of girls hostels.

4)   Construction of Anganwadi centres and Providing Drinking water facilities in Anganwadi Centres.

5)   Construction of Health Sub-centers.

6)   Construction of RLU buildings.

7)   Electrification of Un-electrified SC/ ST habitations, but not providing only Street lights.

8)   Drinking water works.

9)   New source identification for Drinking water.

10) Drainage facilities in SC/ ST colonies.

11) Replace of adjusting pipe line.

12) Construction of Gram Panchayat Office buildings and providing Drinking water facilities in Gram Panchayat Offices.

13) Education including primary and secondary schools.  Providing additional class rooms, toilets with water facilities and compound walls.

14) Sanitation including drainage.

15) Construction of compound wall to burial grounds.

16)                Construction of Bus shelters.

According D.O.Lr.No.15382/PTS.III/A2/08.  Dt.30.06.2008 of the Secretary of Government, PR & RD, A.P., Hyderabad. :-

The activities to be taken up under this programme are Anganwadies G.P.Building, SC/ ST and BC Hostel Building, Drinking water facilities, Animal Husbandary, PHC's, Electrification, Education (School Building/ Compound wall), other works like Roads, Drain, Agriculture, Community Halls.  Only capital nature of works shall be taken up and no maintenance work.

The following nature of works shall not be proposed under BRGF :-

1)   Purchase of Printers, Xerox machines.

2)   Providing High mass light and Street lights.

3)   Construction of Residential Quarters.

4)   Construction of MRO Office compound wall, Extension of room to Police quarters/ Compound wall. 

5)   Construction of Religious institutions/ Marriage function halls.

6)   Payment of Vehicle hire charges.

7)   Drilling of New Bore wells.

8)   Purchase of Computers and repairs.

9)   Diversion of funds kept in fixed deposits.

10)               Purchase of Electrical goods and Sanitation materials.

11)               Expenditure towards conduct of Elections on reimbursement basis.

12)               Payment of advances to contractors.

13)               Diversion of grants to other than BRGF grants.

14)               Purchase of material component.

15)               Construction of Guest houses.

16)               Any work which is not in accordance with BRGF guidelines.

2.Thirteen Finance(ThFC):- Government have issued instruction for utilization of 13th Finance Commission Grant both Zilla Praja Parishad Share and Mandal Praja Parishad Share as detailed below:

Zilla Praja Parishad Share    :- 

1. Maintenance of C.P.W.S Schemes (The short fall if any shall be made good by levying  charges to concerned Grama Panchayats)  The Zilla Parishad shall provide the balance amount, Where ever there is a further gap.

2. Maintenance of Zilla Parishad buildings.

3. Maintenance of Rural Roads

4. Promotion of industries including agro and food processing

Mandal Praja Parishad Share:- 

 1. Maintenance of Hand Pumps.

2. Maintenance of Manda Parishad buildings

3. Maintenance of e-Panchayat cell

4. Gap filling funds to Schools

         5. Gap filling funds to PHCs and Sub-Centres

6. Gap filling funds to Veterinary Hospitals, PLUs, Gopalamitras

7. Gap filling funds to Agricultural demonstrations.
